The existing regulatory framework for building technical inspection does not account for the specifics of educational facilities. The paper describes field inspections of two municipal schools in the Republic of Khakassia MBEI Secondary School No. 10 in Abakan (built 1938) and MKEI Secondary School No. 4 in Prikholmye (built 1951-1961) using visual, instrumental and computational methods, including static plate load tests of soils (GOST 20276-2012). The study identifies typical defects of 1950s-1960s era school buildings: delamination of rubble stone foundations due to frost heave in dusty backfill, and deformation of loadbearing walls caused by nonuniform soil conditions. A six stage inspection algorithm is developed. Its key distinctions from GOST 31937-2024 are a mandatory predesign retrospective data collection stage (Stage 0) and a compulsory cause and effect analysis of defects (Stage 4). A fourblock comprehensive assessment approach is proposed, integrating structural, engineering, functional planning and energy evaluations, with explicit identification of inter block dependencies. Plate load tests at School No. 4 showed that actual foundation pressures were 2.5-2.8 times lower than soil stabilization pressure, making base reinforcement unnecessary. This made it possible to reject the planned sheet piling (estimated cost 800-1200 thousand rubles) on the basis of test data costing approximately 70 thousand rubles. Both inspected objects confirmed that the proposed algorithm produces qualitatively more informative technical reports than the current standard approach, and recommend the algorithm for use in inspecting masonry municipal schools built in the 1950s-1970s.
