Аннотация: Аннотация: В лекции рассматриваются вопросы реализация полномочий органов государственного контроля (надзора) и муниципального контроля при осуществлении контрольной (надзорной) деятельности; нормативно-правового регулирования контрольной (надзорной) деятельности в РФ; контролируемые лица, их права и обязанности; граждане и юрлицПоказать полностьюа как субъекты контроля, полномочия, права при проверках; соотношение ФЗ №с 248-ФЗ с ФЗ № 294-ФЗ «О защите прав юридических лиц и индивидуальных предпринимателей при осуществлении государственного контроля (надзора) и муниципального контроля»; особенности осуществления ГКН и муниципального контроля в условиях антикризисных мер: ограничения и запреты, дается обзор изменений КоАП РФ в связи с антикризисными мерами. Завершается материал практической работой – тестом. Тема разработана для дополнительного профессионального образования специалистов, занятых в системе государственного и муниципального контроля. Может быть интересна для изучения студентами юридических факультетов, а также специальности «Государственное и муниципальное управление». Использованы материалы СПС «КонсультантПлюс» и «Гарант». Нормативные правовые акты даны по состоянию на 07.07.2026 Abstract: The lecture discusses the implementation of the powers of state control (supervision) and municipal control bodies in the implementation of control (supervisory) activities; regulatory and legal regulation of control (supervisory) activities in the Russian Federation; controlled persons, their rights and obligations; citizens and legal entities as subjects of control, powers, rights during inspections; the ratio of the Federal Law Federal Law No. 248-FZ with Federal Law No. 294-FZ "On the protection of the rights of legal entities and individual entrepreneurs in the implementation of state control (supervision) and municipal control"; features of the implementation of State Control and municipal control in the context of anti-crisis measures: restrictions and prohibitions, an overview of the amendments to the Administrative Code of the Russian Federation in connection with anti-crisis measures is given. The material ends with a practical exercise – a test. The topic has been developed for additional professional education of specialists employed in the system of state and municipal control. It may be of interest for the study of students of law faculties, as well as the specialty "State and Municipal Administration". The materials of the SPS "ConsultantPlus" and "Garant" have been used.
