Аннотация: Целью настоящей презентации является анализ нормативных правовых актов, регулирующих применение защитных мер национального режима, и практики их применения на примере закупок программно-аппаратных комплексов для государственных и муниципальных нужд и выработка предложений для правоприменительной практики. За период с 01.01.2025 по Показать полностью15.02.2026 в единой информационной системе заказчиками контрактной системы было размещено более 4000 закупок программно-аппаратных комплексов. При этом, анализ некоторых показателей извещений о закупках выявил разный подход к формированию описания объектов закупок и применения защитных мер национального режима, что позволяет сделать вывод об актуальности рассматриваемой темы в целях выработки рекомендаций по вопросам применения НПА в сфере национального режима закупок. The purpose of this presentation is to analyze the regulatory legal acts regulating the application of protective measures of the national regime and the practice of their application on the example of procurement of software and hardware complexes for state and municipal needs and to develop proposals for law enforcement practice. Over the period from 01.01.2025 to 15.02.2026, more than 4000 procurements of software and hardware complexes were placed in the unified information system by customers of the contract system. At the same time, an analysis of certain indicators of procurement notices revealed different approaches to describing the objects of procurement and the application of protective measures of the national regime, which allows us to conclude that the topic under consideration is relevant for developing recommendations on the application of legal acts in the field of the national procurement regime.
