Аннотация: Исследованы философские и социальные аспекты управления и местного самоуправления, характерные для философии либерализма, где общество раскрывается как продукт соглашения свободных индивидов. Показано, что основным регулятором общественных отношений в философии либерализма выступают нормы права, призванные защищать индивидуальные пПоказать полностьюрава и свободы граждан, укреплять социальный атомизм и рыночные отношения. Либеральная концепция репрезентирует социальную действительность и тем самым формирует «массового человека», чьи эгоистические интересы доминируют над нравственными ценностями, что приводит к отчуждению и зависимости от институтов власти. Сделан вывод о том, что в либеральной концепции управления псевдосфера функционирования органов местного самоуправления раскрывается как субъективная интерпретация их полномочий государством. В установленной псевдосфере рыночные отношения регулируют отношения органов местного самоуправления и населения и актуализируют частные устремления индивидов, социальных групп при гарантии защиты их прав. The study examines the philosophical and social aspects of governance and local self-government that have developed in the philosophy of liberalism, where society is the product of a voluntary agreement of free individuals united by the desire to achieve personal interests. It is shown that the main regulator of public relations within the framework of the liberal paradigm are the norms of law, which are aimed at protecting individual rights and freedoms of citizens, strengthening social atomism and developing market relations. The liberal concept, representing social reality, forms the image of a “mass man” for whom selfish interests often prevail over moral values and social ideals. This leads to increased alienation of the individual, his dependence on government institutions and the degradation of social ties based on mutual responsibility. According to the liberal concept of governance, the pseudosphere of the functioning of local governments is revealed as a subjective interpretation of their powers by the state. Compliance with authority ensures the autonomy of local governments. Within this pseudosphere, the regulator of interaction between local governments and the population are market relations, which emphasize the private aspirations of individuals and social groups, guaranteeing the protection of their rights. At the same time, the liberal management model emphasizes the priority of individual freedom, but often ignores the need for a balance between personal interests and the collective good, thus weakening social solidarity. As a result, market mechanisms, although they contribute to economic dynamics, often increase inequality and fragmentation of society, replacing social values with pragmatic goals. Hence, the liberal management philosophy requires critical reflection in order to overcome its internal contradictions and ensure the sustainable development of society.
