Аннотация: Издание отражает особенности развития экспертных институтов в условиях построения безопасного мира, приоритетные задачи экспертных центров и экспертных сообществ в цифровую эпоху, роль науки и высшей школы в концепциях национальной безопасности. Авторами издания анализируются проблемы и перспективы применения экспертных технологий Показать полностьюи экспертной культуры в процессах принятия государственных решений. Теоретико-методологические и практико-ориентированные подходы в исследовании векторов и тенденций развития экспертных институтов в условиях построения безопасного мира были апробированы на Четвертой международной научно-практической конференции «Экспертные институты в XXI веке: принципы, технологии, культура в условиях построения безопасного мира», посвященной памяти доктора социологических наук, профессора Натальи Леоновны Смакотиной (г. Иркутск, 10-12 июня 2025 г.). Интерес авторов концентрируется на новом этапе развития экспертных институтов и экспертных взаимодействий в цифровую эпоху в контексте реализации государственных стратегий, проблем мирового и регионального развития, теории и практике экспертной деятельности в условиях построения безопасного мира, роли высшей школы и новых векторах развития образования в России в концепциях национальной безопасности, методологии исследования гражданского общества в современной России. Традиционно в работе освещено «глобально трансформирующееся современное общество» в аспекте формирования экспертного видения безопасного мира среди студенческой молодежи. В издании представлен широкий спектр современных научных подходов и дискурсивных практик социологической и междисциплинарной направленности, отражающих определение методологических основ деятельности экспертных институтов в современных условиях. Научные материалы предназначены для научно-образовательного сообщества, ведущих субъектов регионального развития, представителей органов власти, бизнеса и общественности, а также для всех, кто интересуется спецификой деятельности экспертных институтов в России и за рубежом в условиях построения безопасного мира. The publication reflects the specifics of the development of expert institutions in the context of building a safe world, the priority tasks of expert centers and expert communities in the digital age, the role of science and higher education in the concepts of national security. The authors of the publication analyze the problems and prospects of using expert technologies and expert culture in government decision-making processes. Theoretical, methodological and practice-oriented approaches to the study of vectors and trends in the development of expert institutions in the context of building a safe world were tested at the Fourth International Scientific and Practical Conference "Expert Institutions in the 21st Century: principles, technologies, culture in the context of building a safe world", dedicated to the memory of Doctor of Sociology, Full Professor Natalia Leonovna Smakotina (Irkutsk, June 10-12, 2025). The authors' interest is focused on the new stage of development of expert institutions and expert interactions in the digital era in the context of the implementation of state strategies, problems of global and regional development, the theory and practice of expert activity in the context of building a safe world, the role of higher education and new vectors of development of education in Russia in the concepts of national security, methodology of research of civil society in modern Russia. Traditionally, the work highlights the "globally transforming modern society" in terms of the formation of an expertvision of a safe world among student youth. The publication presents a wide range of modern scientific approaches and discursive practices of sociological and interdisciplinary focus, reflecting the definition of the methodological foundations of the activities ofexpert institutions in modern conditions. The scientific materials are intended for the scientific and educational community, leading subjects of regional development, representatives of government bodies, business and the public, as well as for all those interested in the specifics ofthe activities ofexpert institutions in Russia and abroad in the context ofbuilding a safe world.
